UGM Residence Rules and Regulations

To establish a safe and comfortable dormitory for all residents, all occupants of the Universitas Gadjah Mada Residence are obliged to adhere to the following provisions.
I. General Provisions

Resident Requirements
- The resident must be an active student of Universitas Gadjah Mada, or
- An individual with official business with Universitas Gadjah Mada, proven by an official supporting letter.

General Conduct
- Residents must comply with the Rector of Universitas Gadjah Mada Regulation Number 711/P/SK/HT/2013 on Student Conduct and Rector Regulation Number 59/P/SK/HT/2014 on Amendments to the Rector Regulation Number 711/P/SK/HT/2013 on Student Conduct.
- Residents must maintain, respect, appreciate, and foster a sense of tolerance and cooperation with roommates, other residents, and the management of UGM Residence.
- Residents must maintain and improve their own physical and mental health.
- If there is a violation of student conduct rules within the dormitory, handling will be carried out in accordance with applicable regulations.
II. Specific Provisions

Period of Stay
- The annual rental period at UGM Residence runs from **August 1, 2025, to July 20, 2026**.
- If a resident withdraws for any reason, the period of stay and the room unit cannot be substituted by another resident (subletting is prohibited).
- Visiting family members are permitted to stay at the UGM Residence with a daily rental fee, provided that room availability allows.

Payment
- The right to stay begins on August 1, 2025. If a cancellation is made after staying in the dormitory for fourteen days, or less than fourteen days from the start date, the stay will be calculated as a daily rental fee.
- For residents who have paid the annual fee up to **July 15, 2025**, but submit a cancellation request for any reason, the paid amount will be refunded if the cancellation is no more than fourteen days from the payment date, minus a 10% cancellation fee from the down payment. If payment is made after July 15, 2025, and a cancellation is submitted, the payment cannot be refunded, even if the cancellation is less than fourteen days from the payment date (the down payment is calculated as six months of the rental period). If cancellation is submitted more than fourteen days from the payment date, the down payment cannot be refunded.
- If the resident has stayed for more than fourteen days since the start date, the resident is obliged to pay the rent for the entire year. If the resident cancels or withdraws from the dormitory, any amounts already paid (down payment or full payment) are non-refundable.
- If the resident fails to provide information regarding their residency within fourteen days of the start date, the management reserves the right to cancel the dormitory rental, and the payment (down payment or full payment) is non-refundable.
- If a student has stayed in the dormitory for more than fourteen days but cancels the room rental for any reason, they must create a stamped statement letter agreeing to pay the full room fee.

Room Unit
- Maintain the cleanliness of the room and the UGM Residence area. The room must be clean upon check-in and must also be clean at the end of the stay.
- Dispose of trash in the provided trash bins.
- Dry clothes in the designated drying areas.
- Separate organic and inorganic waste and dispose of it in the areas determined by the management.
- Footwear must be kept inside the room.
- UGM Residence management may inspect resident rooms at any time without prior notice to check facilities and ensure compliance with all rules.
- Under certain conditions, the resident agrees to be relocated to a different room for the purpose of arrangement and efficiency of dormitory management.
- Specifically for AC room residents, they must provide access to the management to perform AC maintenance according to the schedule determined and informed by the management.

Use and Maintenance of Facilities
- The refrigerator in the kitchen is a shared facility; items placed inside must be labelled and should not be stored for too long.
- Refrigerator cleanliness is a shared responsibility.
- The kitchen is a dormitory facility for communal use; residents are not permitted to take kitchen equipment for personal use and must clean and tidy up after using the kitchen.
- Kitchen cleanliness is the residents' responsibility. Residents must create a cleaning schedule for the kitchen and its equipment.
- Bathroom cleanliness is the residents' responsibility. Residents must create a cleaning schedule, especially for communal bathrooms.
- Report any problems in the room, kitchen, or other shared facilities (damage to items, leaks, electrical issues, etc.) to the dormitory management immediately.
- Dormitory residents are not allowed to bring and use equipment outside the specified provisions. If such items are brought, they will be stored by the management and returned at the end of the resident's stay.
- Residents must bring their own pillows, bed sheets, pillowcases, and personal bedding not provided by UGM Residence facilities.
- During their stay, residents are permitted to bring and use electrical equipment such as:
- Fan (medium size or smaller)
- Air cooler
- Air purifier
- Iron
- Desktop or notebook computer (laptop)
- Printer
- Rice cooker/magic com (for use only in the kitchen area)
- Hair dryer
- Study lamp
- During their stay, if the electrical capacity allows, residents may request permission to bring and use other equipment such as:
- Bicycles and electric scooters/motorcycles
- Portable washing machine
- Small refrigerator
- Freezer
- Connecting an internet network inside the room, for dormitories with Local Area Network (LAN) facilities.
- And other equipment permitted based on management policy.
The use of such equipment will be subject to fees according to applicable regulations.
- During their stay, residents are **not allowed** to bring the following additional equipment:
- Electric stove, gas stove, and other types of portable stoves.
- Kitchen equipment outside the provisions such as (electric oven, toaster, microwave, electric kettle, blender, electric pan).
- Water heater.
- Split air conditioner and portable air conditioner.
- Television.
- Dispenser.
- Television tuner.
- And other equipment not permitted based on management policy.

Prohibited Actions
- Changing rooms without permission from the dormitory management.
- Modifying or damaging the room unit (painting the room, removing room facilities, attaching decorations/pictures/posters to the walls or furniture inside the room, etc.).
- Damaging or moving fire suppression equipment (APAR, hydrant hose, etc.).
- Bringing or using electrical equipment outside the provisions permitted by the management.
- Adding, splicing, or repairing existing electrical installations inside the dormitory room, or other rooms, for any purpose.
- Connecting/adding an internet network using cables and other equipment without management permission.
- Flushing trash such as tissue and sanitary pads down the toilet.
- Dumping personal trash anywhere, including corridors, communal kitchens, hallways, and others. Residents are required to implement waste reduction efforts and carry out the movement to collect and utilize waste as a dormitory culture.

Security and Order
- If a resident is temporarily not staying in the dormitory due to participating in activities, they must contact the management before leaving, providing an official letter from the activity organizer and a permission letter from the parent/guardian.
- Residents leaving for personal activities for more than 24 hours must notify their parent/guardian and inform the dormitory supervisor, and fill out the dormitory leave permit book.
- Dormitory curfew adapts to effective study days, holidays, and weekends.
- Return time and receiving guests on study days (Monday - Friday) → **maximum 10:00 PM WIB.**
- Return time and receiving guests on weekends and holidays (Saturday and Sunday) → **maximum 11:00 PM WIB.**
- If a resident has important business and will return to the dormitory past curfew, they must request permission from the dormitory management.
- Room keys must be deposited with the management when leaving the dormitory.
- Dormitory residents bringing private vehicles must inform the management.
- Undergraduate and diploma students are only allowed to bring two-wheeled vehicles.
- Park vehicles only in the designated areas.
- The dormitory management will confiscate items not placed in their designated location (drying clothes in unauthorized areas, placing shoes in unauthorized areas, parking vehicles in unauthorized areas, etc.).
- The management does not accept any items for safekeeping after the end of the rental period.
- Items left behind in the dormitory after the rental period ends are not the responsibility of the dormitory management. Left items will be managed according to management policy.
- Every resident has the obligation and responsibility to take preventive measures against fire hazards.
- Residents who are aware of or witness any violation of the dormitory rules must report it to the dormitory management.

Life Skills
- Life skill activities are a commitment and focus of UGM Residence management towards character building and improving the competence of residents in accordance with UGM's vision and mission. These activities are free of charge.
- Residents are required to participate in life skill activities at least **twice every semester**.
- Attending more than two life skill activities in one semester does not waive the obligation to attend at least two activities in the following semester.
- Residents must actively participate in local content activities (Mulok) in the dormitory. Participating in 3 local content activities can be counted as 1 life skill activity, provided the minimum number of participants is 50 people per activity.
- Residents who fail to fulfill the life skill obligation will forfeit their right to stay in the dormitory.

Special Conduct Rules
Dormitory residents are **not allowed** to:
- Receive guests inside the room. Guests must be met in the main lobby.
- Receive guests while wearing shorts above the knee or sleeveless shirts/t-shirts (for female residents).
- Engage in games that endanger the safety of dormitory residents.
- Play musical instruments that cause excessive noise, disturbing other residents.
- Conduct disruptive business activities within the UGM Residence environment.
- Carry out activities in the room that potentially cause danger. Cooking is only allowed in the communal kitchen.
- Store or carry sharp weapons in any form.
- Bring pets, except for research purposes, with a research supporting letter and management permission.
- Leave personal and valuable items in public areas (such as mobile phones, water bottles, laptops, wallets, etc.).
- Smoke inside the room and within the residential environment.
- Store, consume, and/or distribute alcoholic beverages, dangerous drugs, or psychotropics.
- Bring and store personal items that are harmful to health or inconsistent with community ethics.
- Engage in intimidation or insult based on religion, race, ethnicity, gender, and group affiliation.
- Fight, commit acts of physical or mental violence, or anything else that disrupts order and tranquility in the dormitory environment.
- Commit illegal acts (theft, damage, defamation, sexual violence, etc.) that may harm other residents.
- Hinder or obstruct the smooth execution of duties by the dormitory management when conducting sudden checks/inspections in room units (with or without notice).
III. Rule Violations
- Dormitory residents who violate the rules will be subject to sanctions by the UGM Residence Management.
- Failure to comply with the above provisions will result in:
- Verbal warnings 1, 2, and 3.
- Written warning, if the student continues the same behavior after verbal warnings. The Written Warning Letter will be addressed to the resident, parent/guardian, faculty, and related parties.
- Letter terminating the right of residence at UGM Residence.
Matters not explicitly stated in these rules and regulations will be further regulated by the UGM Residence management and established as additional rules. If there are dual interpretations of the written regulations above, the official interpretation will be the one affirmed and ratified by the UGM Residence Management.
Upon the issuance date of these rules, all previously existing rules and regulations are declared void.
